Half of Ukrainians stand against ceding land to Russia, poll shows

Some 50 percent of Ukrainians believe that under no circumstances should Ukraine give up territories to the aggressor state.

This is evidenced by a survey run by the Kyiv International Institute of Sociology (KIIS), Ukrinform reports.

Since May 2022, KIIS has regularly asked surveyed the population on the issue of readiness to accept territorial concessions in order to achieve peace as soon as possible and preserve the country’s independence.

Against December 2024, there are practically no changes in the attitudes toward ceding land.

Thus, 50% of respondents believe that under no circumstances should Ukraine give up territories, even if the war lasts longer because of this (in December 2024, the result was 51%).

As sociologists noted, the latest survey was conducted from February 14 to March 4, 2025, against the backdrop of aggravation of relations between Ukraine and the U.S. and ongoing pressure on Ukraine.

According to the survey, a minority, 39 percent, believes that Ukraine may give up some territories in order to achieve peace as soon as possible (in December 2024 it was 38%). The remaining 11% of respondents could not decide on their opinion.

At the same time, in all regions, compared to December 2024, the situation has practically not changed.

The only region that stands out slightly from the rest is the east of Ukraine, where 42% of respondents are categorically against territorial concessions, while in other regions (west, center, and south) it’s 50-51%.

The share of those who are generally ready for certain concessions in the east is only slightly higher than in other regions (42% against 36-40% in the west, center, and south of the country).

The all-Ukrainian public opinion poll “Omnibus” was run on February 14 – March 4, 2025 using computer-assisted telephone interviews, CATI) based on a random sample from all regions of Ukraine (government-controlled). A total of 2,029 respondents aged 18 and over took part in the survey.

Formally, under normal circumstances, the statistical error of a sample of 2,029 respondents (with a probability of 0.95 and design effect of 1.3) does not exceed 2.9%. The sample error of 1,029 respondents does not exceed 4.1%.

In war conditions, in addition to the said formal error, a certain systematic deviation shall be added.

As Ukrinform reported earlier, 87% of Ukrainians believe Russia will not stop at the territories it has already captured, according to a KIIS poll.
